Maputo, 10 October 2025 — The Ombudsman (Provedor de Justiça) of Mozambique, Isaque Chande, received in audience the Ambassador of Portugal to Mozambique, Jorge Monteiro, to discuss urgent concerns relating to the safety of Portuguese citizens and businesspersons in the country, particularly in light of the growing number of kidnapping incidents and acts of violence targeting foreign investors.
During the meeting, Ambassador Monteiro expressed deep concern over the rise in kidnappings involving Portuguese nationals. He noted that these incidents have created an atmosphere of fear among members of the Portuguese community, discouraging investment and prompting some companies to scale down or cease operations in Mozambique. “The business community is anxious, and many are losing confidence in their safety. This situation endangers not only individuals but also the long-standing economic cooperation between Portugal and Mozambique,” the Ambassador observed.
The Portuguese envoy requested the cooperation of the Ombudsman’s Office in advocating for stronger institutional measures to counter the wave of criminal activity directed at foreign entrepreneurs. He emphasized that Portuguese investments have played a vital role in the growth and diversification of the Mozambican economy, and it is therefore imperative to restore a climate of security and trust.
In response, Ombudsman Isaque Chande expressed solidarity and empathy with all victims of kidnapping and violence, particularly members of the Portuguese community. He reaffirmed the commitment of the Office of the Ombudsman to the protection of human rights, personal safety, and the promotion of justice for all residents of Mozambique, irrespective of nationality.
“The Ombudsman will continue to engage with relevant authorities to ensure that every complaint and concern raised by citizens Mozambican or foreign receives prompt and appropriate attention,” Chande assured.
The Ombudsman further proposed to strengthen communication channels between the Portuguese Embassy and the Office of the Prosecutor of Justice, ensuring faster and more transparent follow-up on matters brought forward by the Portuguese community. He underlined that the crime of kidnapping undermines investor confidence, damages the international image of Mozambique, and threatens social stability.
Chande reiterated the necessity for coordinated and sustained action among state institutions, law enforcement, and civil society to combat organized crime. He emphasized that collective responsibility and institutional cooperation are essential to restore confidence and preserve the country’s reputation as a safe and attractive destination for foreign investment.
This meeting reflects the shared commitment of Mozambique and Portugal to upholding the rule of law, protecting human rights, and fostering a secure environment conducive to economic growth and international cooperation.
