The 4th General Assembly of the African Network of Information Commissions (ANIC) was held in Rabat, Kingdom of Morocco, on 24 and 25 June 2026, under the theme: “The Public Value of Information as a Development Asset: Rights, Governance and Digital Transformation.”

The high-level meeting brought together around thirty institutions, commissions and regulatory bodies from African countries to exchange views on strengthening access to information frameworks, improving governance, and responding to the challenges of the digital era.
The Ombudsman of the Togolese Republic, responsible for Access to Information and Public Documentation and a member institution of OICOA, was represented by Mr. Komlavi ROWLAND, Administrator Jurist.
During the two-day proceedings, participants discussed legislative strengthening mechanisms, digital transformation, institutional development, and the roadmap of the ANIC network. The Assembly reaffirmed the critical importance of access to information in promoting transparency, reducing corruption, strengthening accountability, and improving the delivery of public services.
The meeting also provided an opportunity to share experiences and strategies to counter misinformation and address challenges related to the mismanagement of public sector documents. Particular emphasis was placed on strengthening the institutional capacity of the network to support African countries in adopting and implementing robust access to information laws.
OICOA welcomes the active participation of its member institution, the Ombudsman of the Togolese Republic, in this important regional dialogue and appreciates continued efforts to promote transparency, good governance and citizen-centered public administration across Africa.
