Mozambique Hosts Roundtable to Discuss Implications of LNG Project Resumption in Cabo Delgado

The Office of the Ombudsman of Justice of Mozambique, a member institution of the Organization of Islamic Cooperation Ombudsman Association (OICOA), participated in a high-level roundtable discussion on 21 April 2026 in Pemba, Cabo Delgado Province, to reflect on the implications of the resumption of the Mozambique Liquefied Natural Gas (LNG) project.

The roundtable brought together representatives from the Government, private sector, local communities, civil society, and international partners, providing a platform for inclusive dialogue on the opportunities and challenges associated with the project.

The resumption of activities at the LNG project on the Afungi Peninsula is expected to generate significant economic benefits, including increased revenues, job creation, and stimulation of local economies. However, participants emphasized that without adequate preparation and coordination, there is a risk of unequal distribution of benefits, which could lead to social tensions and potential conflicts.

Held within the Access to Justice Programme, the discussion focused on identifying the capacities and conditions necessary to ensure that the project contributes to sustainable development, particularly for the communities of Cabo Delgado.

Participants examined mechanisms for transparent governance, accountability, and policy alignment to ensure that natural gas resources are effectively transformed into long-term economic and social benefits. The dialogue also addressed potential social, economic, and environmental risks, highlighting the importance of strengthening communication and cooperation among stakeholders.

Valued at approximately $20 billion, the Mozambique LNG project represents the largest foreign investment in the country and has the potential to position Mozambique as a key player in the global energy market.

The initiative aims to foster trust among stakeholders, prevent conflicts, and build a shared vision that ensures the project contributes to economic growth, social cohesion, and lasting peace.

This engagement reflects Mozambique’s commitment to promoting good governance, inclusive development, and effective management of natural resources, in line with OICOA’s mission.
