The “Ombudsman Symposium in Light of Current Developments” was held at Ufuk University with the support of the Public Ombudsman Institution, bringing together senior officials, legal experts, and academics to discuss the evolving role of ombudsman institutions in promoting justice and good governance.

The symposium featured keynote speeches by the Chief Public Ombudsman, Mr. Mehmet Akarca; the former Speaker of the 24th Grand National Assembly, Mr. Cemil Çiçek; and the former Minister of Justice, Mr. Hikmet Sami Türk. The event was also attended by Public Ombudsmen Mr. Ertunç Erkan Balta, Ms. Fatma Benli Yalçın, Mr. Şerif Yılmaz, Mr. Özcan Yıldız, and the Secretary General of the institution, Mr. Mehmet Doğan.
In his address, Chief Public Ombudsman Mr. Mehmet Akarca emphasized the institution’s citizen-centered approach, stating:
“As the Public Ombudsman Institution, we continue our work with an understanding that listens to the concerns of citizens, invites the administration to law and fairness, prioritizes solutions, and considers public conscience. Because we believe that a strong state is one that listens to its citizens.”
The symposium was structured into three main sessions. The first session, titled “Judiciary and Ombudsman,” was chaired by Mr. Mehmet Akarca. The second session, “Duties and Powers of the Ombudsman,” was chaired by Mr. Nihat Ömeroğlu, the first Chief Public Ombudsman, while the third session, “Ombudsman Decisions,” was chaired by Mr. Şeref Malkoç, former Chief Public Ombudsman.

Throughout the sessions, participants explored the historical development and institutionalization of the Ombudsman Institution in Türkiye, highlighting its contributions to the legal system and its role in alleviating the burden on the judiciary. Discussions also addressed the institution’s constitutional mandate and its growing importance in ensuring accountability and protecting citizens’ rights.
Experts further examined the practical impact of ombudsman decisions and their relevance in addressing contemporary governance challenges. The symposium provided a comprehensive platform for exchanging perspectives on how ombudsman institutions can adapt to current developments while continuing to strengthen transparency, fairness, and public trust.
The event reaffirmed the vital role of ombudsman institutions in promoting the rule of law, enhancing administrative accountability, and supporting the protection of fundamental rights.
