IGG Uganda Launches Declaration of Income, Assets and Liabilities to Strengthen Public Sector Accountability
The Inspectorate of Government (IGG) of Uganda, a member institution of the Organization of Islamic Cooperation Ombudsman Association (OICOA), has launched the declaration exercise of income, assets, and liabilities for public officers, reinforcing its commitment to transparency and accountability in public service.

The initiative was officially launched on 1 April 2026 by the Minister for Public Service, Hon. Muruli Mukasa, alongside the unveiling of a User Guide to the Leadership Code Act, Cap. 33, designed to simplify and clarify the obligations of public officials.
The one-month declaration exercise, which will run until 30 April 2026, requires public officers to disclose their financial status as mandated under the Leadership Code Act. The exercise is a key measure aimed at strengthening integrity and ensuring that public officials remain accountable to the citizens they serve.
Speaking at the launch, Hon. Mukasa emphasized that asset declaration is a legal obligation rather than an administrative burden, noting that it demonstrates honesty, integrity, and accountability in public service.
The Minister for Ethics and Integrity, Hon. Rose Lily Akello, also underscored the importance of compliance, warning that failure to declare would result in prosecution by the Leadership Code Tribunal, in accordance with the law.

Inspector General of Government, Lady Justice Naluzze Aisha Batala, highlighted that the declaration exercise is a cornerstone of good governance, reinforcing the principles of transparency and accountability. She noted that when public officers are aware that their financial status is subject to scrutiny, they are more likely to act in the public interest and avoid corrupt practices.
She further reassured public officers that the IGG has taken measures to make the declaration process efficient and accessible, encouraging full participation.
The Chairperson of the Leadership Code Tribunal, Dr. Rose Karugonjo, emphasized that the newly launched User Guide will enhance understanding and implementation of the Leadership Code Act, contributing to improved access to justice and strengthening public trust in government institutions.
Through this initiative, IGG Uganda continues to promote a culture of accountability where public office is recognized as a public trust, aligning with OICOA’s mission to advance transparency, integrity, and good governance among its member institutions.
