Members of the Leadership Code Tribunal and the General Court Martial were formally sworn in today at the Judiciary Headquarters following their appointment by Yoweri Kaguta Museveni.

The newly constituted Leadership Code Tribunal comprises: Dr. Roselyn Karugonjo Segawa (Chairperson), Dr. Anthony Conrad Kaweesi Kakooza (Deputy Chairperson), Ms. Jane Okelowange (Member), Mr. Didas Bakunzi Mufasha (Member), and Ms. Annette Karungi (Member).
Speaking at the ceremony on behalf of the Inspector General of Government, the Deputy Inspector General of Government, Patricia Achan Okiria, congratulated the newly sworn-in members and conveyed warm greetings from the Inspector General of Government, Naluzze Aisha Batala.
Dr. Achan Okiria welcomed the establishment of the Leadership Code Tribunal, noting that its operationalization marks an important milestone in addressing a backlog of cases requiring adjudication. She emphasized that the Tribunal will play a vital role in promoting integrity, accountability, and transparency across public service.
She further explained that the Leadership Code Tribunal was established to cultivate a culture of ethical leadership and to provide a clear framework defining standards of conduct expected of public officials.
Urging members of both the Leadership Code Tribunal and the General Court Martial to discharge their duties with diligence and seriousness, Dr. Achan Okiria underscored that their decisions would significantly influence public confidence in state institutions.
“Your decisions will not only affect the lives of individuals but will also shape public trust in institutions. Your role in these bodies is pivotal to rebuilding and sustaining that trust,” she stated.
She also highlighted that the work of the Tribunal would reinforce the principle that no individual is above the law and that all leaders remain accountable for their actions. Stressing the importance of collaboration, she noted that the promotion of ethical leadership and the fight against corruption require collective effort, strategic partnerships, and strong institutional cooperation.
In her closing remarks, Dr. Achan Okiria reminded the newly sworn-in members of the responsibility entrusted to them through their oath of office, calling on them to be guided by wisdom, courage, and commitment as they uphold the rule of law.
