At an Expert Meeting in Maputo on August 26, the Ombudsman of Mozambique, Isaque Chande, addressed the resumption of the Liquefied Natural Gas (LNG) Project on the Afungi Peninsula, Cabo Delgado — a project of major strategic and socio-economic significance for the country.
Ombudsman Chande outlined a shared-responsibility framework:
🔹 The State must protect community human rights and establish clear governance guidelines
🔹 Companies must ensure fair compensation and viable resettlement conditions
🔹 Communities must be genuinely integrated as project stakeholders
He further linked the project’s success to the restoration of public security in Cabo Delgado, calling for continued human rights and international humanitarian law training for Defense and Security Forces personnel, and urged civil society and national human rights institutions to strengthen reporting and monitoring mechanisms for communities.
“Our role is to facilitate dialogue between communities, public authorities, companies and other actors,” said Ombudsman Chande, reaffirming his office’s commitment as a bridge among all stakeholders.
