Maputo, Mozambique: The Provider of Justice (Ombudsman) of Mozambique, Mr. Isaque Chande, received the Inspector-General of State, Ms. Carmelita Namashulua, in an official audience on 26 May 2026, marking an important step toward strengthening institutional coordination and promoting integrity within public administration.
The meeting followed the recent appointment and swearing-in of the Inspector-General of State by the President of the Republic and served as an opportunity to introduce the mandate and functions of the newly established Inspectorate-General of State.
The Inspectorate-General of State is an independent institution entrusted with responsibilities relating to audit, monitoring, inspection, and oversight of public administration. Its mandate includes ensuring compliance with regulations governing public financial management, monitoring the functioning of public institutions, detecting fraud and corruption, addressing misconduct by public officials, protecting public assets, and promoting transparency and integrity in governance.
During the meeting, the two sides discussed their respective mandates, areas of competence, and potential mechanisms for institutional cooperation and coordination.
The discussions highlighted the importance of collaborative efforts among accountability institutions in strengthening public sector integrity, improving administrative performance, and enhancing citizen confidence in state institutions.
Both parties expressed their commitment to fostering close cooperation and developing practical mechanisms aimed at improving public service delivery, promoting transparency, and supporting good governance across Mozambique.
The meeting also emphasized the complementary roles of the Ombudsman Institution and the Inspectorate-General of State in protecting citizens’ rights, ensuring accountability, and promoting ethical conduct within public administration.
Inspector-General Carmelita Namashulua was accompanied by Deputy Inspectors-General Ms. Laura Nhancale and Mr. Emanuel Mabumo.
The engagement reflects the continued commitment of Mozambique’s accountability institutions to strengthening institutional cooperation, combating corruption, protecting public resources, and advancing transparent and citizen-centered governance.
