The Office of the Ombudsman of Mozambique—a member institution of the Organization of Islamic Cooperation Ombudsman Association (OICOA)—received the Ambassador Extraordinary and Plenipotentiary of the Republic of Mozambique to the Russian Federation, Mateus Katupha, during a courtesy meeting held on Tuesday afternoon, 27 January 2026.

The meeting was chaired by the Ombudsman of Mozambique, Isaque Chande, and provided an opportunity to exchange views on the functioning of the Ombudsman Institution, as well as other matters of mutual interest related to the protection of citizens’ rights.
During the meeting, Ombudsman Isaque Chande underscored the constitutional role of the institution in safeguarding the fundamental rights and freedoms of citizens, including Mozambican nationals residing abroad, particularly in the Russian Federation. He highlighted the Ombudsman’s commitment to ensuring access to justice and effective remedies for all citizens, regardless of their place of residence.
Among the key challenges discussed, the Ombudsman emphasized the need to expand the geographical reach of the institution through the establishment of provincial delegations, with the objective of improving service delivery and accessibility. In this context, he recalled the installation of the first provincial delegation in Cabo Delgado in September of the previous year—thirteen years after the institution’s establishment—marking a significant milestone in the process of decentralization and institutional strengthening.

Ambassador Mateus Katupha commended the work carried out by the Ombudsman and encouraged the continued promotion and defense of citizens’ fundamental rights and freedoms, reaffirming the importance of the institution’s role in upholding justice and good governance.
The meeting reflects the Ombudsman of Mozambique’s ongoing commitment—consistent with OICOA’s principles and best practices—to strengthening institutional dialogue, expanding access to justice, and enhancing the protection of human rights at both national and international levels.
