H.E. Hassan Tariq, Mediator of the Kingdom of Morocco and Board Member of the Organisation of Islamic Cooperation Ombudsman Association (OICOA), delivered the inaugural opening lecture of the First International Conference on “Public Administration between the Challenges of Reality and Citizens’ Expectations,” held at the Doctoral Studies Centre of Sidi Muhammad Ibn Abdallah University, Fez.

Mr Tariq’s opening lecture, titled “Management in the Age of Algorithms: Opportunities and Risks,” set a distinguished intellectual tone for the conference, addressing the transformative impact of digital technologies and algorithmic governance on public administration — and the opportunities and attendant risks they present for institutions, citizens, and the rule of law.

The First International Conference was organised under the joint auspices of the Laboratory for Political Studies and Public Law, chaired by Mr. Rashid Al-Marzkiwi, and the Master’s Programme in Administrative and Financial Management, coordinated by Mr. Madni Ahmadoush, in partnership with numerous Moroccan and international academic and institutional partners. The conference provided a vibrant platform for scholars, practitioners, and policymakers to engage with the pressing questions facing public administration in an era of rapid change and evolving citizen expectations.

On the margins of the conference, Mr Hassan Tariq was honoured by Mr. Mohammed Buzlafa, Dean of the Faculty of Legal, Economic and Social Sciences in Fez, in recognition of his distinguished contributions to the fields of public law, mediation, and the advancement of citizens’ rights. The conferral of this honour reflects the high esteem in which Mr. Tariq is held across Moroccan academic and institutional circles.

In a parallel ceremony held alongside the opening lecture, a collective scholarly publication was presented in honour and recognition of Professor Madani Ahmadoush, in tribute to his enduring contributions to teaching, academic supervision, and scientific research. The volume, titled “Preparing and Evaluating Public Policies: The Object and the Possible,” was supervised by Professors Ahmed Arab and Ibrahim Ben’araj, and Mrs. Hala Al-Ghazi. The work was formally presented by Professor Hassan Tariq, Mediator of the Kingdom, lending the occasion additional institutional distinction.

The active participation of OICOA Board Member Professor Hassan Tariq in this landmark academic conference reaffirms the association’s commitment to fostering intellectual engagement, promoting good governance, and advancing the principles of accountability and citizens’ rights across member states and partner institutions.
