Rabat — Wednesday, 11 February 2026: The Kingdom’s Mediator, Mr. Hassan Tariq, stated that the national program “Towards Equality Management” seeks to strengthen public institutions by responding to the urgent need to embed gender equality values within administrative systems, procedures, and day-to-day practices.

Speaking at the third workshop of the National Program 2026, held under the theme “Scientific Research and Equality Management: Academic Approaches,” Mr. Tariq noted that the meeting takes place within a symbolic context linked to the celebration of the Year of Mediation 2026, marking a quarter-century since the establishment of the Court of Injustice as a pioneering modern experience in institutional mediation.
He emphasized that this milestone provides an opportunity for collective reflection on the trajectory of institutional mediation, including the legislative, legal, and organizational developments that have shaped its practice. Mr. Tariq reaffirmed the Mediator institution’s commitment to defending the values of justice, equity, and transparency, which constitute core pillars of good governance and integrity.
Mr. Tariq further underlined that the program draws attention to the persistence of “pockets of inequality” within administrative legal frameworks and operational practices. He explained that addressing such issues cannot rely solely on formal reporting to the government regarding shortcomings that undermine equality; rather, it requires an enabling environment of societal mobilization to support lasting change.
He stressed that equality is not only a matter of legal texts but also a cultural representation, noting that rights become fully effective when society internalizes them—through pedagogy, awareness, value formation, and a strong grounding in historical and philosophical understanding.

The workshop also forms part of the Public Dialogue Programs, described as a new-generation initiative launched by the Mediator institution in July, aimed at renewing the institution’s public presence and strengthening its role in consolidating the rule of law, promoting justice and fairness, and advancing transparency in the management of public administrations and institutions.
The National Program “Towards Equality Management” seeks to examine legal and organizational texts and administrative practices shaping women’s relationship with governance, identify direct and indirect bias, and develop practical, actionable proposals for revision and reform. Planned outputs include an analytical reference report compiling legal reviews and amendment proposals, integration of workshop findings into the institution’s annual reporting, a legislative and institutional roadmap to review discriminatory-impact laws, and the establishment of a sustainable monitoring mechanism to assess the extent to which legal texts uphold gender equality.
The workshop agenda includes sessions on the role of scientific research and academic expertise in supporting public policy, challenges in building equality governance, and strategic pathways linking equality governance to legal reform horizons.
