The Kingdom Mediator Foundation and the Moroccan People’s University organized a communication meeting in Rabat under the theme “Management Is a Horizontal Way of Thinking.” The event brought together academics, institutional representatives, and civil society actors to reflect on governance, public administration, and democratic practices.

Participants emphasized that democracy and knowledge sharing constitute essential conditions for sustainable progress. Discussions highlighted the central role of public administration in upholding rights, promoting mediation, and ensuring fairness for citizens, within the broader objective of building a responsive, just, and accountable administration.
In this context, the Mediator of the Kingdom, Hassan Tariq, stated that the meeting represents a tangible outcome of cooperation with the Moroccan People’s University, initiated in September 2025. He underlined the shared ambition to establish a sustainable intellectual partnership between the Mediator institution and the academic community.

Mr. Tariq further noted that the event carries strong symbolic significance, as it inaugurates the Foundation’s activities for 2026, designated as the “Year of Facilitated Mediation.” This designation coincides with the 25th anniversary of institutional mediation in Morocco and follows the Royal approval declaring 9 December as the National Day of Facilitated Mediation.
He explained that the Mediator Foundation, as a governance institution and reference framework, operates at the intersection of legal norms and practical realities. Its dual constitutional mandate—protecting rights and promoting transparency and integrity—requires active engagement in public dialogue and open intellectual forums addressing the use and management of public services.
For his part, Idris Khrouz, Professor of Economic Sciences at Mohammed V University in Rabat, approached management from a broader perspective, describing it as a “social project” that transcends technical or professional dimensions. He stressed that management embodies accountability, democratic values, and thoughtful service to citizens within an integrated democratic framework.

Professor Khrouz emphasized the need to view public administration as a rational governance process with deep political and economic implications. He noted that the meeting focused on two key pillars: linking economic resources with public services, and rationalizing administrative management practices.
Meanwhile, the President of the Moroccan People’s University, Mustafa Marizq, affirmed that reflection on management is fundamentally reflection on human dignity, rights, and social justice, expressing hope that the discussions would enrich both administrative practice and civil society engagement in serving the public interest.
The meeting concluded with a moment of recognition, during which Professor Idris Khrouz former Director of the National Library was honored in appreciation of his distinguished academic career and his contributions to promoting dialogue and the democratization of knowledge.
The event underscored the importance of collaborative dialogue between institutions and academia in advancing good governance, inclusive administration, and democratic values in Morocco.
