The Chairman of Libya’s Administrative Control Authority, Mr. Abdullah Qaderbouh, held a meeting at the Authority’s headquarters in Tripoli with the Chairman of the Management Committee of the General Health Insurance Fund, Dr. Talal Ajaj, to review the Fund’s workflow, performance, and the challenges it faces in delivering health insurance services to beneficiaries.
The meeting covered:
🔹 Coordination mechanisms between the Fund’s branches in the eastern, western, and southern regions
🔹 Financial resources, funding sources, and their alignment with legislative requirements
🔹 Health insurance services provided to various beneficiary categories, particularly pensioners
🔹 Registration, fee, and service procedures, and their compliance with legal and regulatory frameworks
🔹 Mechanisms for engaging healthcare providers and challenges affecting regular service delivery
Dr. Ajaj presented an overview of operational difficulties and the measures taken to address them, including areas requiring coordination with relevant parties within each institution’s legal mandate.
Chairman Qaderbouh emphasized the importance of resolving the Fund’s operational challenges, strengthening resource management efficiency, and ensuring full compliance with applicable laws and regulations — safeguarding participants’ contributions and directing them toward their intended purposes.
He further stressed the need to develop a national health insurance plan for all citizens, to ensure equitable access to medical services across all sectors of the country, uphold the rights of beneficiary classes under the current system, and address service-related concerns in accordance with the legal framework. The Authority reaffirmed its continued oversight of matters within its jurisdiction and its commitment to verifying compliance with governing legislation.
