Libya’s Administrative Control Authority Reviews Ministry of Defense Performance and Final Accounts
The Chairman of the Administrative Control Authority of Libya, Mr. Abdullah Qaderbouh, a member institution of the Organization of Islamic Cooperation Ombudsman Association (OICOA), held an expanded meeting on 29 April 2026 at the Ministry of Defense headquarters in Tripoli to review the Ministry’s financial and administrative performance.
The meeting was attended by the representative of the Ministry of Defense, Major General Abdul Salam Al-Zoubi, and the Chief of General Staff of the Libyan Army under the National Unity Government, Lieutenant General Salahuddin Al-Namroush, along with representatives from the General Administration for Contract Review and Project Monitoring.
Discussions focused on assessing the overall situation of the Ministry and its affiliated entities, including brigades, departments, and administrative units. The session included a comprehensive review of final accounts, aiming to enhance financial discipline, improve efficiency in public spending, and strengthen governance within the defense sector.
Participants examined key areas such as institutional organization, training and capacity-building programs, mechanisms for improving operational performance, and the effective utilization of available resources. The meeting also addressed the importance of monitoring project implementation and ensuring that contractual procedures comply with established legal and regulatory frameworks.
Mr. Qaderbouh emphasized the critical role of contract management, including the review and auditing of agreements to ensure compliance with applicable laws and safeguard public resources. He highlighted the necessity of completing final accounts in accordance with legal requirements, strengthening internal audit systems, and promoting transparency and accountability.
The Chairman reaffirmed the Authority’s commitment to supporting institutional development and reinforcing governance principles across all entities under its supervision. He noted that proper financial reporting and adherence to legal procedures are essential for protecting public funds and enhancing institutional efficiency.
This meeting forms part of the Administrative Control Authority’s ongoing efforts to monitor public institutions, ensure compliance, and improve overall performance, particularly through the oversight of contracts and projects.
