Tripoli, Libya: The Administrative Control Authority of Libya, a member institution of the Organization of Islamic Cooperation Ombudsman Association (OICOA), continues its efforts to strengthen oversight of public development projects, government contracts, and the efficient utilization of public resources.
In this context, the Chairman of the Administrative Control Authority, Mr. Abdullah Qaderbouh, chaired a high-level meeting at the Authority’s headquarters in Tripoli with Mr. Sami Al-Abesh, General Manager of the Administrative Centers Development and Development Agency. The meeting was attended by officials from the General Administration for Contract Inspection and Project Implementation Follow-up, as well as technical specialists from both institutions.
The discussions focused on the implementation status of development projects across various sectors, levels of achievement attained, progress of programmed contracts, and mechanisms for monitoring project implementation. Participants also reviewed key challenges affecting project execution and explored practical solutions aimed at ensuring timely completion of projects in accordance with approved plans and schedules.
The General Administration for Contract Inspection and Project Implementation Follow-up presented the results of its oversight activities regarding contracts and projects previously reviewed by the Authority. Particular attention was given to the implementation of supervisory recommendations, including measures to address project delays, strengthen contractual procedures and documentation, improve technical supervision, and ensure compliance with regulatory frameworks governing public procurement and contracting.
The meeting further reviewed actions undertaken by the Development Agency to address oversight observations and accelerate implementation of ongoing projects, with the objective of maximizing the effective use of public resources and supporting national development priorities.
During the meeting, Chairman Abdullah Qaderbouh emphasized the importance of implementing supervisory recommendations and addressing identified shortcomings in project management and execution. He reaffirmed the Authority’s commitment to promoting transparency, accountability, good governance, and the protection of public funds while ensuring improved service delivery for citizens.
For his part, Mr. Sami Al-Abesh reiterated the Agency’s commitment to implementing the Authority’s recommendations, overcoming operational challenges, enhancing project delivery standards, and achieving development objectives in line with approved national plans.
The engagement reflects the Administrative Control Authority’s ongoing commitment to strengthening institutional oversight, improving public sector performance, and supporting sustainable development through effective governance and accountability mechanisms.
