Hanoi, October 26, 2025 — The Administrative Control Authority of Libya, led by its President, Mr. Abdullah Qaderbouh, participated in the signing ceremony of the United Nations Convention to Combat Cybercrime, held in the Vietnamese capital, Hanoi, on October 25–26, 2025.

The high-level ceremony was attended by Mr. Loong Kong, President of the Socialist Republic of Vietnam; Mr. António Guterres, Secretary-General of the United Nations; and Dr. Ghada Waly, Executive Director of the UN Office on Drugs and Crime (UNODC), along with heads of oversight authorities and official delegations from participating countries.

Experts from the Administrative Supervision Board also took part as members of the International Governmental Expert Committee responsible for guiding the implementation of the Convention the first comprehensive international legal framework aimed at addressing cyber threats and cross-border crimes in the digital sphere. The Convention was formally adopted by the United Nations General Assembly on December 24, 2024, through Resolution No. 79/243.

So far, over 60 countries have signed the agreement, which seeks to enhance global cooperation in preventing and combating cybercrime, particularly by facilitating the exchange of electronic evidence, promoting technical assistance and capacity-building, and strengthening coordination mechanisms, especially in favor of developing nations. The Convention will officially enter into force 90 days after 40 countries have ratified it.

Libya’s participation in this landmark event reflects the country’s active engagement in international efforts to combat cybercrime and its commitment to ensuring the security and integrity of digital spaces. The presence of the Administrative Supervision Board delegation underscores Libya’s key role throughout the negotiation stages of the Convention since 2023 and its dedication to promoting transparency, accountability, and institutional cooperation in the fight against emerging digital threats.

Through its continued involvement, the Administrative Supervision Board reaffirms its strategic vision of supporting global governance initiatives that enhance international solidarity against cyber threats, protect fundamental rights, and strengthen the global rule of law in the digital era.
