The newly appointed Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, delivered her inaugural address to the staff of the Inspectorate of Government (IG) today, setting a firm and strategic tone for Uganda’s renewed fight against corruption. In her first official remarks, she outlined a leadership agenda grounded in integrity, professionalism, and teamwork—principles she described as fundamental to the transformation of the institution.

Lady Justice Naluzze opened her address by expressing deep gratitude to H.E. President Yoweri Kaguta Museveni for entrusting her with the leadership of one of Uganda’s most critical governance institutions. She also acknowledged her former colleagues in the Office of the Director of Public Prosecutions and the Judiciary, crediting them for shaping her professional journey and strengthening her commitment to public service.

The IGG paid special tribute to her predecessor, Hon. Beti Kamya, and commended the continued service of Dr. Josephine Okiria and Anne Twino, who were recently reappointed as Deputy IGGs. Their institutional memory, she noted, would be essential to sustaining momentum in the Inspectorate’s reform agenda.

Integrity, Professionalism, and Teamwork: The Core of Her Leadership Vision

Outlining her leadership philosophy, Lady Justice Naluzze emphasized that the Inspectorate’s success depends on the unwavering commitment of its staff to the institution’s values.

“There is no way we can move forward as an institution if we do not uphold these principles,” she stated. “The fight against corruption must begin with us. Live by example and do not engage in corruption.”

She stressed that corruption in Uganda has evolved and become increasingly sophisticated. As such, the Inspectorate must adapt by strengthening its investigative and prosecutorial capacity.

“As the corrupt devise new tactics, we must be at the top of our game,” she said. “My focus will be on prosecutions because I know this will inflict more pain on the corrupt.”

Lady Justice Naluzze introduced the newly approved Five-Year Strategic Plan (FY2025/26–2029/30), describing it as a bold roadmap aimed at rebuilding public confidence in the IG and accelerating the national anti-corruption agenda.

She noted that the Plan represents a renewed commitment to act decisively, impartially, and strategically in promoting transparency and accountability.

“This plan is not merely a roadmap. It is a renewed commitment to act boldly, impartially, and decisively in the fight against corruption,” she said.

Acknowledging the budgetary constraints facing the Inspectorate, the IGG urged her team to embrace creativity and financial prudence in the implementation of their duties.

“We need to stretch the shilling and be more innovative,” she advised. “Efficiency must guide everything we do.”

Lady Justice Naluzze also pledged to deepen partnerships with national and international stakeholders, underscoring the crucial role development partners have played in strengthening Uganda’s anti-corruption interventions.

She revealed that the Inspectorate is preparing to undertake structural adjustments in the coming weeks aimed at increasing efficiency, eliminating operational bottlenecks, and aligning the institution with its new strategic goals. She encouraged staff to welcome these changes as part of a broader journey toward institutional excellence.

In closing, the IGG reassured staff of her commitment to fostering a supportive and cohesive working environment.

“We shall achieve a lot more when we work together as a team,” she said. “Staff welfare, integrity, and motivation will be at the center of our work.”

Her inaugural address sets a strong foundation for a new era at the Inspectorate, one defined by stronger prosecutions, institutional reform, heightened accountability, and a firm stance against corruption at every level of society.
