The Ombudsman of Mozambique, Mr. Isaque Chande, received in audience the Ambassador of the Kingdom of the Netherlands, H.E. Ms. Elsbeth Akkerman, at his office on October 9, 2025. The meeting provided an opportunity to exchange insights on the mandate, structure, and evolving role of the Ombudsman institution in the protection of citizens’ rights, the promotion of legality, and the assurance of justice in the performance of the Public Administration.

Discussions focused on the types of complaints most frequently presented by citizens and the mechanisms adopted for their resolution, reflecting the Ombudsman’s ongoing commitment to transparency, accountability, and administrative fairness.

The meeting also reaffirmed the longstanding cooperation between the Office of the Ombudsman and the Embassy of the Kingdom of the Netherlands, which has played a vital role in strengthening institutional capacity and access to justice across Mozambique. In particular, the Embassy provided support for the establishment of the Ombudsman’s delegation in Cabo Delgado Province, under the Program for Promoting Access to Justice—a collaborative initiative between the Office of the Ombudsman, the National Commission for Human Rights (CNDH), and the Institute for Multiparty Democracy (IMD).

The inauguration of the Cabo Delgado delegation, held on September 11, 2025, was attended by representatives from government, the diplomatic corps, and development partners. The event marked a significant milestone in decentralizing justice services and ensuring that citizens in remote and vulnerable regions have access to effective redress and protection of rights.

The partnership with the Netherlands Embassy continues to demonstrate the shared commitment to good governance, human rights, and institutional strengthening, contributing to the broader national vision of building a just, inclusive, and cohesive society founded on respect for the rule of law and equal access to justice.
