The Provider of Justice of Mozambique, a member institution of the Organization of Islamic Cooperation Ombudsman Association, has announced plans to establish a new provincial delegation in Nampula as part of ongoing efforts to expand citizen access to justice and strengthen institutional outreach across the country.

The announcement was made by Justice Isaque Chande during his working visit to Nampula Province on 18 May 2026.
According to the Ombudsman, the proposed delegation in Nampula would become the institution’s second provincial office following the inauguration of its first delegation in Pemba, Cabo Delgado Province, in September 2025.
He explained that the opening of the Nampula delegation is expected to take place between September and November 2026, subject to the availability of financial resources and completion of rehabilitation works for the building allocated by the central government.
The initiative forms part of broader institutional efforts aimed at decentralizing ombudsman services, enhancing dialogue between citizens and public institutions, and improving access to grievance redress mechanisms throughout Mozambique.
Speaking during the site visit, Isaque Chande emphasized the strategic importance of establishing the delegation in Nampula, noting that the province’s large population and administrative significance make it essential for the Provider of Justice Institution to maintain a direct presence in the region.
The Ombudsman further indicated that additional expansion efforts are planned, including the potential opening of another delegation in Beira, Sofala Province, later this year.
During his visit, the Ombudsman is also scheduled to hold meetings with provincial authorities, municipal officials, public institutions, and civil society organizations to discuss human rights concerns, institutional cooperation, and citizen-oriented public service delivery.
The visit additionally includes outreach engagements in the districts of Murrupula, Ribáuè, and Malema, where discussions will focus on strengthening public administration responsiveness, promoting empathetic governance practices, and enhancing protection of citizens’ rights.
The initiative reflects the continued commitment of the Provider of Justice of Mozambique toward strengthening institutional accessibility, promoting human rights protection, and advancing transparent, citizen-centered governance.
