Maputo, September 3, 2025 — The Office of the Ombudsman (Prosecutor of Justice), the National Human Rights Commission (CNDH), and the Institute for Multiparty Democracy (IMD) convened on Wednesday to review the final report of the Baseline Study on Access to Justice for Women and Girls Affected by the Conflict in Cabo Delgado.

The meeting was chaired by Isaque Chande (Ombudsman), Albachir Macassar (President of CNDH), and Hermenegildo Mulhovo (Executive Director of IMD), and attended by the technical and management teams of the three institutions.

Leaders emphasized that the study provides a critical tool to guide future interventions, particularly at a time when provincial delegations of the Ombudsman are being established, bringing services closer to communities in conflict-affected areas.

Funded by the Embassy of the Kingdom of the Netherlands, the study explores the challenges faced by women and girls in situations of vulnerability, including victims of violence and forced displacement, and proposes concrete solutions to improve access to justice and protection of rights.

The findings are expected to shape programmatic strategies for state and civil society actors, reinforcing a coordinated response to the humanitarian and justice needs in Cabo Delgado.
