Sanga District, Niassa Province – As part of its ongoing mission to strengthen citizen engagement and institutional accountability, the Justice Office Delegation facilitated a Round Table discussion in Sanga District focusing on the right to information, freedom of expression, and quality public service delivery, with special emphasis on eliminating gender barriers in access to information.

The delegation, headed by Assessor Felismina Muhacha, was received by District Administrator Catija Afonso and the District Legality Commission, which included the Judge of the Sanga Judicial Court, the District Prosecutor, the Delegate of IPAJ, and directors from the Conservatory and SERNIC.
The opening session featured remarks by the District Permanent Secretary, Sadness of Victory Bonomar, as well as interventions from the District Judicial Court Judge and Justice Ombudsman Counselor, Judite Zimba.
Key presentations included:
- “The Role of the Ombudsman and Denunciation Mechanisms” by Felismina Muhacha.
- “Challenges of Media on Access to Information vs Freedom of Expression” by Muazo Magaia, District Radio and Television.
- “Youth as Agents of Change: Combating Forced Recruitment and Access to Education” by Domingos Santos of ONJ.
- “Legality and Access to Justice at District Level” by Judge Deluvia Mbeve.
- A proposal for a support network to assist the Ombudsman in channeling complaints, presented by Assessor Muhacha.
The event generated active participation from government officials, judiciary representatives, civil society leaders, and the community, reflecting strong interest in strengthening justice mechanisms and transparency at the district level.

Closing the session, the District Permanent Secretary commended the initiative’s educational value and called for more such programs across Niassa to empower citizens and strengthen public service delivery.
The delegation included Judite Zimba, Laura Cuco, Absalão Valoi, and Tomacina Castro, alongside Ombudsman Assessor Muhacha.
