The Inspectorate of Government has ordered the interdiction of the Chief Administrative Officer (CAO) of Kalungu District Local Government, Rose Nalumansi, along with three other senior district officials, over alleged mismanagement of public funds.

In a directive dated December 19, addressed to the Permanent Secretary of the Ministry of Local Government, Ben Kumumanya, the Inspector General of Government, Naluzze Aisha Batala, disclosed that investigations were initiated following a complaint alleging gross mismanagement of public resources.

The officials implicated alongside Ms Nalumansi include Ismail Twaha Biggwa, Chief Finance Officer; Sylvia Grace Nakanwagi, District Education Officer; and James Muhangi, Assistant Engineering Officer.

According to the Inspectorate, the funds under investigation were allocated for the renovation and construction of 22 primary and secondary schools in Kalungu District, as well as for the construction of the district administration block during the 2024/2025 financial year. Preliminary findings have revealed serious irregularities in the procurement process, conflicts of interest, and abuse of office by some district officials, resulting in shoddy works and financial loss.

The Inspector General of Government noted that the four officials have been stopped from performing their official duties as investigations continue.

The directive cited constitutional and legal provisions empowering the IGG to take such action, including Article 230(2) of the Constitution of the Republic of Uganda and Section 13(6) of the Inspectorate of Government Act, which authorize the Inspector General of Government to issue necessary and appropriate orders in the course of duty.

The ongoing investigation underscores the Inspectorate of Government’s continued commitment to accountability, integrity, and transparency in the management of public resources at the district level.
