A high-level meeting was held at the headquarters of the Supreme Council of the State in Tripoli between the Chairman of the Administrative Oversight Board, Abdullah Qaderbouh, and the Chairman of the Supreme Council of the State, Mohammed Takala.

The meeting focused on reviewing the State’s 2025 General Budget, examining the challenges and constraints affecting the implementation of public expenditure items amid the current economic and financial conditions. Particular attention was given to restrictive observations highlighted in reports issued by the Administrative Oversight Board.

Discussions also addressed the possibility of initiating early preparatory work on the 2026 fiscal year, with the objective of formulating a unified general budget in accordance with the budget law. This approach aims to strengthen fiscal discipline, unify institutional frameworks related to public fund management, enhance financial and administrative oversight mechanisms, and reinforce controls over contracts executed in line with applicable legislation.

In addition, the two sides reviewed developments in the oil sector, including efforts to increase production rates and assess the performance of the National Oil Corporation. Ways to support the Corporation in raising production levels were discussed, given the oil sector’s central role as the primary driver and backbone of the Libyan economy and a key source of national revenue.

The meeting further highlighted the importance of audit-related procedures and the need to strengthen the role of oversight and audit institutions in monitoring public spending, ensuring transparency, promoting sound resource management, and safeguarding public funds in the interest of the public good.

This meeting comes within the framework of enhancing institutional coordination between the Administrative Oversight Board and the Supreme Council of the State, with the aim of supporting financial stability and promoting good governance in the management of state affairs.
