Baku – Within the framework of “Human Rights Month”, declared by the Commissioner for Human Rights of the Republic of Azerbaijan, Ms. Sabina Aliyeva (Ombudsman), members of the National Preventive Group of the Ombudsman’s Office carried out monitoring visits to Penitentiary Institution No. 4 and Penitentiary Institution No. 7, operated under the Penitentiary Service of the Ministry of Justice.

The primary objective of the visits was to conduct on-site inspection and assessment of detention conditions, treatment of prisoners, and the overall implementation of their rights and freedoms in accordance with national and international human rights standards.
During the visits, the delegation inspected residential facilities, canteens, medical units, and other relevant infrastructure, examining living conditions, access to healthcare, social services, and the general welfare of detainees.
In addition, the National Preventive Group organized individual confidential meetings with prisoners, during which their complaints, requests, and proposals were heard. Legal guidance and explanations were provided where necessary, ensuring awareness of applicable rights and procedures.
Special attention was given to issues related to prisoners’ access to legal assistance, communication with family members, submission and follow-up of complaints to the Ombudsman’s Office, and other rights guaranteed under legislation. Awareness-raising activities were also conducted to strengthen understanding of legal protections.

During meetings with the administrations of both institutions, the delegation emphasized the importance of ensuring effective protection of human rights and fundamental freedoms, improving detention conditions, and ensuring timely and sensitive handling of prisoners’ complaints. The need for prompt and thorough investigation of grievances was also highlighted.
The visit reflects the continued commitment of the Ombudsman’s Office to strengthening human rights monitoring mechanisms and ensuring compliance with national legislation and international standards within penitentiary institutions.
