Baku — 3 March 2026: The Commissioner for Human Rights of the Republic of Azerbaijan (Ombudsman), Ms. Sabina Aliyeva, delivered a statement before the Parliament on the 2025 Annual Report on the Protection of Human Rights in Azerbaijan, presenting an overview of the human rights situation over the past year along with recommendations aimed at strengthening protections for diverse population groups.

Prior to the parliamentary address, the Ombudsman and staff members of the Ombudsman Office visited the grave of the National Leader Heydar Aliyev at the Alley of Honor, paying tribute to his memory. They also honored the memory of Zarifa Aliyeva, distinguished ophthalmologist and academician, and subsequently visited the Alley of Martyrs to pay respect to those who lost their lives for Azerbaijan’s sovereignty and territorial integrity.
Ahead of the presentation, Ms. Aliyeva briefed media representatives on the central themes of the annual report, noting that the proposed recommendations are intended to enhance the effective protection of rights across various segments of the population.
In her address to Parliament, the Ombudsman provided a comprehensive assessment of the state of human rights and freedoms in Azerbaijan during 2025, including actions undertaken by the institution, persistent challenges, and priority tasks for the period ahead. The report also sets out targeted proposals and recommendations to further improve the promotion and protection of human rights and fundamental freedoms.
The Ombudsman Office noted that the 2025 Annual Report has been published on the institution’s official website and shared with relevant media outlets to support broad public access and dissemination.
