Azerbaijan Ombudsman Highlights Importance of Cultural Heritage Protection and Scientific Integrity
The Commissioner for Human Rights of the Republic of Azerbaijan, Ms. Sabina Aliyeva, a Board Member of the Organization of Islamic Cooperation Ombudsman Association (OICOA), emphasized the importance of protecting cultural heritage and ensuring scientific objectivity during a conference held in Baku on 22 April 2026.

Speaking at the conference titled “Ancient Texts and Classical Sources Expose Armenian Forgeries and Fabrications, or about Ancient Turan and the Proto-Turkic Tribes in the Territories of Asia Minor and their Caucasian Connections,” Ms. Aliyeva highlighted the role of objective scientific methodology in the proper analysis and evaluation of historical sources.
She noted that the protection of historical and cultural heritage is a fundamental component of international law and human rights. Referring to the consequences of regional conflicts, the Ombudsman underlined that civilian populations have suffered significant harm, with violations of rights and large-scale humanitarian challenges.
Ms. Aliyeva stated that infrastructure in cities and villages has been damaged or destroyed, and historical cemeteries and cultural monuments have been subjected to vandalism. She emphasized the need for objective investigation and assessment of such cases within an international scientific and legal framework.
The Ombudsman also highlighted that the protection of intellectual property rights and prevention of legal violations are among the key priorities of her office. She called on international organizations to respond effectively to acts of cultural destruction and ensure accountability.
She further stressed that adherence to principles of objectivity, scientific rigor, and international law is essential in preserving cultural heritage and ensuring its transmission to future generations.
This engagement reflects Azerbaijan’s continued commitment to safeguarding human rights and cultural heritage, in line with OICOA’s mission to promote accountability, justice, and the protection of fundamental rights among its member institutions.
