Under the instructions of Sabina Aliyeva, Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, and within the framework of the Working Group on Mental Health and Human Rights, staff of the Office of the Ombudsman of the Republic of Azerbaijan carried out a monitoring visit to the Gurtulush Rehabilitation Center, which provides rehabilitation services for individuals with various types of addictions.

The monitoring was conducted pursuant to the Constitutional Law on the Ombudsman and the Laws of the Republic of Azerbaijan On Psychiatric Assistance and On Narcological Service and Control. Its objective was to examine conditions of detention and treatment at the center, assess the protection of the rights of rehabilitation service users, and evaluate compliance with applicable legal and ethical standards.
During the visit, discussions were held with the management and staff of the center on the legal basis of its activities, documentation procedures, nutrition, rehabilitation programmes, treatment practices, and the right of service users to appeal. The monitoring team inspected dining areas, prayer rooms, administrative sections, and recreational facilities, and conducted confidential and voluntary interviews with individuals undergoing rehabilitation.
Particular attention was given to issues related to respect for privacy and personal life. It was emphasized that information concerning rehabilitation service users may only be disclosed with their voluntary consent. The importance of displaying information boards on the Ombudsman’s 916 Call Center and ensuring effective access to complaint mechanisms was also highlighted.
Legal education materials produced by the Ombudsman Office were presented to representatives of the center. The monitoring further underscored the need for regular oversight of rehabilitation facilities, strengthening the legal framework and licensing procedures, and ensuring strict adherence to ethical principles. It was also stressed that media representatives and the public must respect the privacy of rehabilitation service users and avoid the dissemination of unverified information, given the critical role such centers play in social reintegration.
The Ombudsman has taken this matter under her control. Monitoring of rehabilitation centers will continue, and based on the findings, a detailed analysis will be prepared along with relevant recommendations and proposals for submission to the competent state authorities.
