The Administrative Supervisory Board has engaged the Ministry of Finance in high-level discussions on the implementation of the “Mertabek Lohi” initiative and the long-pending closure of the state’s final accounts.

The meeting, chaired by Mr. Abdullah Qaderbouh, Head of the Administrative Supervisory Board, and attended by Finance Minister Khaled Al-Mabrouk along with senior officials from both institutions, examined the initiative’s objectives and the challenges hindering its effective rollout.
Mr. Qaderbouh emphasized that “Mertabek Lohi” is an important step toward enhancing public expenditure management, but acknowledged that successful implementation requires close coordination between the Ministry of Finance and the Central Bank of Libya. He called for clear communication of the initiative’s mechanisms to all relevant institutions to eliminate ambiguity, reaffirming the Board’s commitment to provide full support and address obstacles in cooperation with the Ministry.
The Board also raised concern over the state’s financial account closures, noting that the Ministry of Finance last submitted a final report to the Court of Auditors in 2009. Mr. Qaderbouh stressed the urgency of completing procedures for subsequent years to comply with financial legislation and enable necessary corrective actions.
He further held the Accountancy Diwan accountable for failing to take precautionary measures against those responsible for the prolonged delay, citing violations of state financial system laws and oversight rules. The absence of updated financial accounts for over 15 years, he warned, has weakened Libya’s fiscal position and contributed to the doubling of public debt.
The meeting forms part of the Board’s broader efforts to strengthen financial transparency, ensure accountability in the management of public funds, and promote initiatives that improve government spending efficiency.
