The President of the Administrative Control Authority (ACA), Mr. Abdullah Qaderbouh, held a high-level meeting on October 19, 2025, at the Authority’s headquarters in Tripoli, with the General Representative of the Ministry of Health, Mr. Mohammed Al-Ghooj, who is currently overseeing the Ministry’s duties. The meeting was attended by representatives of the Medical Laboratory Guild, as well as directors of departments and specialized offices of the Authority.

The discussions centered on the administrative and financial conditions of the health sector, focusing particularly on the challenges faced by health workers, including delays and discrepancies in remuneration, as well as broader operational and institutional concerns. Participants exchanged views on practical mechanisms to enhance the working environment, raise morale among healthcare personnel, and improve the overall efficiency of health institutions.
In his remarks, Mr. Qaderbouh reiterated the Authority’s deep commitment to improving the conditions of workers in key public service sectors, foremost among them the health sector. He emphasized that the ACA is closely following up on procedures related to salary structures and administrative irregularities, and is reviewing proposals submitted by the Ministry to ensure reforms that promote fairness, discipline, and professional accountability.
Mr. Qaderbouh further underlined that the Authority is dedicated to upholding transparency and accountability in the management of human and financial resources, and to reinforcing oversight measures that directly contribute to better service delivery for citizens.
