Rapale, Nampula Province – August 7, 2025
As part of a national outreach campaign to raise awareness of the role and functions of the Justice Ombudsman, a delegation from the Justice Office visited Rapale District, meeting with local authorities, community leaders, and citizens to discuss how the Ombudsman can assist in resolving conflicts with public administration institutions.

The team, led by Assessor Felismina Muhacha, was received by District Administrator Maria Victor, before conducting a lecture attended by around 150 participants, including public officials, students, and community and religious leaders. The discussions focused on citizen rights, the Ombudsman’s responsibilities, and mechanisms for addressing administrative grievances.

During the session, participants raised concerns such as payment for extra teaching shifts, medical assistance for public servants, and funeral allowance procedures, which were promptly clarified by the Justice Office team.

The delegation also visited the Conservatory of Records and Notary Office of Rapale, noting a marked increase in birth registrations due to mobile awareness campaigns providing free services in communities and maternity hospitals.

At the Maratane Refugee Center, the largest refugee settlement in Mozambique, the team met with administrators and residents to hear concerns about reception conditions and the issuance of identity cards, a process that resumed in February this year.

The visit forms part of a wider awareness and sensitization program in Nampula Province, with upcoming activities planned in Nampula city involving lectures for officials from public and private institutions, students, and community leaders, as well as inspection visits to justice administration offices.

The Justice Office delegation included Felismina Muhacha (Assessor to the Ombudswoman), Filomena Manupa (Head of Documentation, Library, and Archives), and Abel Matusse (Human Resources Manager).
