Maputo, July, 2025 — As part of the 50th anniversary celebrations of the National Migration Service (SENAMI), the Honorable Ombudsman Isaque Chande delivered a powerful lecture addressing the importance of good governance, citizen service, and institutional integrity in public administration.

In his remarks, Ombudsman Chande praised the progress made in recent years such as the accelerated issuance of passports while also calling attention to the enduring challenges in delivering quality public service, particularly in the migration sector. He pointed out that, despite technological and procedural advancements, citizens are often met with indifference or misinformation at service counters, undermining trust in public institutions.

“We need to assume our role and duty to serve citizens well,” Chande stated. “Only by doing so can we ensure meaningful development, rooted in respect for citizens’ rights and guided by public service ethics.”

He emphasized the need to internalize codes of conduct, highlighting the role of public servants in upholding respectful, transparent, and responsive service. “Public employees who interact with users must be equipped with both professional competence and a strong sense of civic duty,” he added.

Key concerns such as corruption, deliberate service delays, and inefficiencies in document issuance were also addressed. Chande reaffirmed his commitment to fostering a results-oriented state apparatus—one where public servants understand and fulfill both their rights and responsibilities, to ensure the protection of fundamental freedoms and the effective delivery of services.

The event also provided a platform to share updates about the Office of Justice, which is expected to launch its first provincial delegation in Cabo Delgado in the coming month an important step toward decentralizing justice and strengthening citizen access to rights.

The 50th anniversary celebrations are held under the theme:
“Migration: 50 Years Contributing to National Security, Bringing Services Closer to Citizens, and Fighting Corruption.”
