OICOA Member and Chairman of the Libyan Administrative Control Authority, H.E. Abdullah Qaderbouh, chaired a high-level meeting at the Board’s Tripoli headquarters to review and follow up on the national textbook file for the academic years 2024–2026. Attending the session were Acting Minister of Education and Training, Mr. Ali Alabid, members of the textbook follow-up committees, the Director of the General Administration for Contract Review and Project Follow-up, and representatives from key departments involved in education logistics and procurement.

Key discussions included the reconciliation process with textbook printing companies, under which reduced pricing agreements and contract settlements resulted in the recovery of approximately 200 million Libyan dinars to the state treasury. The Board’s intervention also led to the slashing of contract values from 385 million to 209 million dinars, bringing the total savings and recoveries to about 409 million dinars over two years. The meeting further reviewed progress on current textbook printing and supply procedures, ensuring compliance with legal and technical standards.
Additionally, the Ministry of Education and the National Center for Curriculum and Educational Research presented updates on warehouse logistics, storage readiness, and regulatory compliance. Observations from recent field inspections highlighted organizational lapses and violations by warehouse officials, with the Board stressing corrective measures. The session concluded with a unified call to intensify oversight and coordination to guarantee on-time textbook delivery and uphold transparency and efficiency in educational service delivery. The meeting was part of a broader initiative by the Supervisory Board to monitor and enforce accountability across all stages of the textbook supply chain.
