Praia, Cape Verde | 22–24 April 2026 – The Economic Community of West African States (ECOWAS) organized a high-level workshop in Praia aimed at strengthening governance through the National Coordination Centres for Response Mechanisms (NCCMR), bringing together key analyst institutions responsible for governance, early warning, and conflict prevention across the region.

The workshop was held against the backdrop of increasing structural governance challenges in the ECOWAS region, including persistent insecurity, human rights violations, widening socio-economic inequalities, democratic setbacks, and systemic corruption. These interconnected dynamics continue to generate multidimensional threats to human security, requiring coordinated, timely, and anticipatory responses.

At the core of ECOWAS’s conflict prevention architecture, the Early Warning and Response System (EWRS) plays a central role in anticipating, analyzing, and mitigating emerging risks before they escalate into crises. The Praia workshop aimed to enhance the effectiveness of this system by improving institutional coordination and analytical capacity.

The meeting was actively attended by representatives of the Ombudsman of the Togolese Republic, including Mr. ROWLAND Komlavi, Administrator Jurist, alongside other regional governance and monitoring institutions.

Aligned with ECOWAS’s broader strategy for peace, security, and good governance, the workshop emphasized practical application, peer learning, and the use of advanced analytical tools. This approach aims to improve the ability of national and regional institutions to translate early warning data into effective governance, security, and human rights responses.

The initiative reinforced the importance of coordinated regional action in addressing governance deficits and strengthening institutional resilience across West Africa.
